HCP3, or the Hooper Councill Positive Potential Project, is a beacon of hope and opportunity in its community. Founded on the principles of empowerment, education, and community support, HCP3 has a rich history rooted in the legacy of William Hooper Councill, a prominent African American educator and advocate for higher education.

An Advocate for Second Chances
Dawn Chamberlain strongly supports The Second Chance Act, promoting Diversity, Equity, and Inclusion for those affected by the justice system. She serves as the Chairperson of Hooper Councill Positive Potential Project, a non-profit organization aimed at the successful integration of high-risk individuals into the community, thereby improving public safety.
